INTRODUCTION
Artificial Intelligence (AI) harbors transformative potential, a potential optimally unlocked by a diverse, global talent pool. This article highlights the vital contributions of immigrants to AI innovation in the U.S and advocates for progressive immigration policies to strengthen this progress. We focus on the pivotal role of immigrants in establishing leading U.S. AI firms, advancing the nation's science and engineering landscape, and enriching the AI sector. In the face of fierce international competition for AI talent, the necessity for U.S. immigration reform becomes clear. We discuss this need, drawing on policy recommendations from the National Security Commission on Artificial Intelligence (NSCAI). This exploration reveals the strategic importance of inclusive immigration policy for maintaining U.S. supremacy in AI innovation.
IMMIGRANTS AND TOP U.S. AI COMPANIES
Immigrants significantly contribute to U.S. AI innovation. As the National Foundation for American Policy (NFAP) points out, two-thirds of top U.S.-based AI companies have immigrant founders or co-founders. This extends to a broader perspective, where 77% of these leading firms are started by immigrants or their offspring.
Entrepreneurs from diverse backgrounds, such as Databricks' multinational team and AlphaSense's Finnish and Indian founders, demonstrate the innovation, resilience, and leadership of immigrant entrepreneurs. Factors contributing to their success include access to top-tier U.S. education, strong entrepreneurial spirit, diverse networks, and a supportive U.S. innovation ecosystem. However, these entrepreneurs face significant obstacles due to the existing U.S. immigration system.
Beyond entrepreneurship, immigrants also significantly contribute as researchers, inventors, and workers in the U.S. AI sector. Data from the NSCAI report paints a compelling picture:
Notable contributors to the U.S. AI sector include Fei-Fei Li, Andrew Ng, Sebastian Thrun, and Daphne Koller. The benefits of a diverse AI workforce are numerous, ranging from increased innovation to improved ethicality in AI development.
The NSCAI report recognizes the shortcomings of the current U.S. immigration system in attracting and retaining AI talent. It suggests several policy recommendations:
The report suggests that such reforms would help the U.S. secure AI talent, stimulate AI innovation, protect U.S. AI advantages, and lead the international AI order. The U.S. also needs to be aware of similar policies being adopted by other countries and regions. Without decisive action, the U.S. risks falling behind in the global AI competition.
immigrants play a crucial role in the U.S. AI industry. Despite their significant contributions, they face challenges within the existing immigration system. The implementation of the NSCAI's policy recommendations could bolster U.S. competitiveness in AI by better attracting and retaining global AI talent. Given the proactive measures taken by other countries to attract this talent, swift U.S. policy changes are crucial to maintaining its leadership in the AI arena.
